fiz exatamente como no tutorial
e ja compilei a versão pra pc porem a android nao consegui devido a esses erros.

Coloca a pasta vcpkg na raiz do Disco Local C ou o que você estiver usando e abre um powershell no local da pasta vcpkg e executa o comando: 

.\vcpkg integrate install

ja fiz isso e como eu disse eu consigo compilar a versão para windows se o vcpkg nao estivesse na pasta raiz no Disco Local C ele nem ia compilar a versão windows.

consegui resolver para quem tiver interesse em saber como eu estava vendo pelo forum e vi que um cara tinha o mesmo problema que eu e resolveu da seguinte forma

o boost do vcpkg não estava linkado por algum motivo mesmo ele estando para poder compilar e eu conseguindo compilar a versão para o windows 32/64 bits

no caso do android faça isso
